Q: Which do you do first – create security users or register?

A: Security has be to bet up for the Security Administrator and for someone to maintain the provider file in order to do registration. There are many other security roles that may be needed (for example, to check client eligibility, submit DDE claims, or check claim status). Those roles are not needed in order to accomplish registration, however.
